ペンタゴンとニューヨークへテロリストが攻撃をしてから治安の状態は急速に変わってしまい、外国から来た職員すべて、アフガニスタンを離れた。国連　OCHA（Office for the Coordination of Humanitarian Affairs）の指示の下、すべての国内での作業は止まっているが、ただ救急チームだけは緊急事態の場合にそなえて各地域に配属されている。上記で触れたように、UNOCHAの指示のもとではすべての地雷除去チームの活動と作業がストップしているが、地雷認知教育チームは人々に危険を知らせるために国内全土に配属されており、そのほとんどが、IDPキャンプの西側にある地域である。私たちの医療部隊はそれぞれ５つの主要都市の緊急事態に対応するため待機している。もちろん、医療の支援が本当に必要なのだが、支援には限られた財源しかなく、病院にはあらゆる種類の医療器具、機器、薬が不足している。

Following the terrorist attack on Pentagon and New York, the security situation has been changed rapidly, all the foreign workers left the country. Based on UN OCHA direction all operations inside the country stopped, only emergency teams assigned per each region to response the emergency cases if needed. As mentioned above, base on UNOCHA directions, all our de-mining teams stopped its operation, but the mine awareness teams are assigned throughout the country to alert the people on the danger mostly in IDP camps in western region. Our medical units are standby in each of the five major cities to response to the emergency cases, of-course there is a dire need of the medical assistance, very limited resources are existed to assist them, and hospitals lack any kind of medical tools, equipment and medicine.

大量の難民が動き、都市は空っぽになりつつあり、電気もとめられ、ほんとうに限られた人々だけが都市部に残っている。地雷被害者の数は1日に15件と増加している。これは、徹底的に地雷に侵されているかどうかがはっきりとはわからない地域へと、人が移動することによるものだ。もしも治安状態が許すなら、私たちは人道的な作業と罪のない人々の命を救うことを続けるために、この危機的状況でも活動を続けていくつもりだ。何千人もの人々が国境を横断して待っており、国境を越えパキスタンの保護下に入ろうとしている、が、不幸なことに国境は閉鎖されつづけてる。空爆がはじまり、主要な都市、カブール、ナンガハール、マザール、カンダハール、コースト、ジャララバードとハラートは爆撃された。まだ、私たちの手元には死傷者に関する確かな報告書がきていない。アフガニスタンの至るところで、経済的基盤に対する戦争の余波は、ずっとここを荒廃させ続けている。輸送と通信の設備は破壊されている。コミュニケーションの手段は、全く無い。

A huge influx of refugees on move, cities are emptying, electricity cut down, and very limited people remained in urban areas. The rate of the mine incident is increased to 15 per day. This is all because of the movement of the people to uncertain areas where thoroughly contaminated by landmines. If the security situation permit us, we'll continue in very critical situation to continue our humanitarian operations and save the lives of innocent people. Thousands of people are waiting across the borders, trying to cross the borders and get shelter in Pakistan, but unfortunately the borders are still remained closed. Air strikes have been started, bombed the major cities- Kabul, Nangarhar, Mazar, Qandahar, Khost, Jalalabad and Herat-. Still there are no confirmed reports of the casualties at our hand. Throughout Afghanistan, the impact of war on the economic infrastructure has been devastating. Transportation and communication facilities are destroyed, there is no means of communication at all.

他の地域、タリバンの反対勢力がまだその地域を支配しているところは、ときどきタリバンの勢力下になったりするのだが、タリバンが支配している間に人々を動揺させるような急襲が行われている。 多くの人々が食糧不足に直面しており、ほとんどが近隣諸国へ逃げることもままならない。 カブール、カンダハール、ナナガハール、ハラートそして他の郡から逃れてきた幾万もの人々がアメリカ軍の攻撃下におかれているように見える。人びとは都市部に移動し、その手段を持たない大変限られた家族だけが残っている。幾千もの人々が、トルクハム、クエッタ-バロキスタン、 Islam Qala国境に集まり、国境を越えられるかを探っている。

In other areas, opposition groups remain in control, sometimes on intermittent basis, while in some Taliban controlled areas destabilizing assaults are carried out. Large groups of people are faced with severe food shortages and many of them lack the means to move to neighboring countries. Tens of thousand of people displaced from Kabul, Qandahar, Nanagarhar, Herat and other provinces that are seems to be under the attack of US forces. People moved to urban areas, very limited families that lack the means remained. Thousand of people gathered around the Torkham, Quetta-Balochistan, Islam Qala borders, seeking to cross the borders.

アフガニスタンではじょじょに家の光が少なくなっている。都市はもぬけの殻だ。既に悲惨なまでの飢餓状態にある人びとが放浪している。約500万から700万人が今日から明日へ何とか命を繋げながら、不安定な救援に頼って生活していると推測されている。

The lights are going out in Afghanistan. The cities are emptying. The population, already desperately hungry, is on the move. Some five to seven million people are estimated to be living precariously on the breadline, scratching out an existence from one day to the next.

家族はだいたいが田舎の地域で食べ物と保護を見つけるために、ひとつの場所から別の郡へと数日かけて歩いている。主要な都市の人口は、人々がアメリカ軍からの攻撃や避難場所を見つけるため田舎へと流出しているので、劇的に減少してる。カブールでは4分の３がいなくなってしまった。避難の手段や金融の支援があった人々のほとんどはカブールを離れ、ジャララバードやクナールや他の郡で一番遠い田舎の地域へと移っていった。

Families are walking for couple of days from one place to another province mostly to rural areas to find food and shelter. The population of the cities and major towns has fallen dramatically as people move out to the countryside to find sanctuary from US attack. Kabul is three quarters empty. Most of the people who had means/financial support left Kabul for its rural areas and remotest areas of Jalalabad, Kunar and other provinces provinces.

アフガニスタン側の国境、バロキスタン地方にあるパキスタン国境の反対側にある国境の町チャマンでは、女性や子供を含む約２万から３万人のたくさんのアフガニスタン人たちが立ち往生している。人びとの流出入のためにこの数字は毎日変化しているが、アフガン国内で一体何が起こっているかということは、少しずつ明らかになってきている。アフガン側の国境に集まり、アメリカの攻撃の恐れから、難民となることを強く求めていると思われる。しかし、パキスタンはアメリカがタリバンを援助するどんな国も攻撃すると表明した後、治安の理由をもとに、全ての国境を閉ざしてしまった。

On the Afghan side of the border, opposite the Pakistani border town of Chaman in Baluchistan, some 20-30,000 Afghans, including large number of women and children are thought to be stranded. The figure changes with daily ebb and flow of people, but the picture of what is happening inside Afghanistan is growing sketchily by the day. Several hundreds are believed to be massing in the Afghan side of the border, eager to enter and seek refugee from feared US attacks. However, Pakistan has closed its borders to all, citing security reasons after the Taliban threatened to attack any country aiding United States.

タリバンは先週、カンダハル、ハラート、カブール、ジャララバードのような都市の通信・輸送手段を遮断した。自爆機がワールドトレードセンターやペンタゴンを襲撃してから、全ての救援物資は止められ、救援活動をしていた外国の職員はアフガニスタンから撤去させられた。

The Taliban has in the past week sealed off communications in cities like Kandahar, Herat, Kabul, and Jalalabad. All aid shipments were stopped and foreign aid workers pulled out of Afghanistan after the suicide plane attacks on the World Trade Center and the Pentagon.

冬はもう数週間でやってくる。すでに夜は冷え込んできている。アフガニスタン難民の総計は国連によると360万人だが、その数字は劇的に上がるだろう。現在までのところ、流民となったアフガニスタンの人々は、別の場所からまた別の場所へとさまよい歩いており、時間がたてば経つほどどんどん弱くなっていっている。最近の出来事と安全のが保証できない状態でアフガニスタン人がまた国内を移動すれば、その結果、地雷の犠牲者は急激に増加するだろう。
非常事態でも、OMARは人々の命を守りつづけるつもりだ。連合軍事攻撃の際、OMARの職員は、必要とされるいかなる人道的救助を行う準備がある。 もし、連合軍事攻撃が起これば、ロシアによって使用されたそれとは違うタイプであ る不発弾、シェルターや兵器が使用されるが故に、アフガニスタンはまた新たな悲劇に見舞われるこ とになる。 このことは、任務を難しくするだろう。集中的な訓練は現場の職員のために必要となるだろう。われわれはもう一度国際社会に外交努力をもって人類の苦難を避けるよう、アピールする。

Winter is only weeks away. The nights are already much colder. The total Afghans refugees' population is estimated by the United Nations to be 3.6 million, but that figure could rise dramatically. To date, displaced Afghan people are moving from place to place, becoming progressively weaker as time passes. Due to the recent events and security uncertainty, Afghans once again on the move, where this situation significantly increased the number of incidents . In emergency situations, OMAR will continue to save the lives of people. OMAR personnel will be ready to take any humanitarian tasks to assist the needy people in the case of allied military operations. If it happens there will be another tragedy for Afghans to face because the type of UXO, shelter or military hardware are completely different from those that used by the Russia. This will make the task difficult. Intensive training will be required for the field personnel. We once again appeal to the world community to use its diplomatic efforts to avoid human suffering.
